Large-scale stakeholder insight to shape Leeds’ 0–19 public health services

A comprehensive consultation designed to inform the future delivery of a major public health service for children and families.

The brief

Leeds City Council was reviewing its 0–19 Public Health Integrated Nursing Service, including Health Visiting, School Nursing, and the oral health offer. Enventure Research was commissioned to deliver a comprehensive stakeholder consultation to understand awareness and access, how well the service met needs, and where it could improve support for families and address health inequalities.

The approach

A mixed-method programme combined three online surveys for parents and carers, staff, and partners with paper copies and targeted promotion through children’s centres and online channels. The surveys received 1,815 responses. We also delivered 15 focus groups and six depth interviews with stakeholders, staff, health practitioners, third-sector organisations, and children and young people.

The outcome

All quantitative and qualitative evidence was brought together in a comprehensive report. Subgroup analysis was undertaken where feasible and qualitative feedback was thematically coded. The consultation identified important development priorities including continuity, communication, flexibility, and integration, giving the Council evidence to support future planning.
