Enventure Research has delivered multiple waves of Cornwall Council’s resident survey since 2018, providing a consistent representative evidence base for tracking perceptions, benchmarking performance, and supporting service improvement.

The brief
- Cornwall Council commissions resident research to understand what matters to people and what they think of the Council, its services, and value for money
- Enventure Research has delivered multiple survey waves since 2018, including the latest wave in autumn 2025
The approach
- The 2025 questionnaire was refined jointly by Cornwall Council and Enventure Research while retaining comparable measures from earlier waves
- Trained interviewers conducted telephone interviews with quotas by gender, age group, and Community Area Partnership, supplemented by face-to-face interviews to balance the sample
The outcome
- A representative sample of 3,000 Cornwall residents was achieved in the 2025 wave
- Enventure Research produced a comprehensive report, benchmarking results against previous waves and, where appropriate, Local Government Association resident satisfaction research
- The programme provides Cornwall Council with a consistent evidence base for tracking change, continuous improvement, and service planning
