A sustained resident research programme that combines consistent tracking with the flexibility to investigate the issues affecting residents now.

The brief
Tenant Satisfaction Measures provide important evidence on how residents perceive landlord performance, but Clarion also wanted a broader understanding of the people behind those measures. The Index explores residents’ wellbeing, loneliness, finances, employment, neighbourhoods, and other aspects of their lives, while allowing new questions to be added as priorities change. Enventure Research has delivered the Index since 2017, with the 2026 survey marking our tenth wave.

The approach
Each wave consists of 2,000 telephone interviews with a representative sample of residents. Quotas are set on gender, age, ethnicity, and region, and the questionnaire is designed in partnership with Clarion. Core questions are repeated to provide comparable trend data, while new questions are introduced to explore current priorities, such as residents’ experiences of damp and mould.

The outcome
The Index gives Clarion a robust long-term view of how residents’ lives and circumstances are changing, supporting decision-making across multiple business areas. It also acts as an early-warning evidence base: findings can highlight emerging issues that warrant deeper investigation. Index findings have led into more focused work on disability and accessibility and younger residents, and the programme has also provided a foundation for the wider SHARE project.
