A multi-audience evaluation designed to understand both the effect of hardship relief and how the offer could develop.

The brief
Clarion Futures Money provides money guidance and fuel-poverty advice, alongside vouchers and household items in some cases. To understand the impact of its in-house hardship relief fund and how the offer could develop, Clarion Futures commissioned a programme of engagement with residents who had received support, staff, fulfilment partners, and people in comparable roles elsewhere.

The approach
A short online survey was sent to customers who had received financial support in the previous 12 months, achieving 126 responses. Follow-up qualitative research included ten customer depth interviews, engagement with seven Money Guidance staff and four fulfilment-partner staff through a focus group or depth interviews, and four interviews with people delivering comparable support in other organisations.

The outcome
Enventure Research brought the survey and qualitative evidence together in a single evaluation report. Analysis included demographic subgroup comparisons, structured coding of free-text feedback, and anonymised qualitative evidence to explain the findings. The evaluation provided Clarion Futures Money with evidence on the impact of hardship relief and how its future offer could be refined.
